The Mid-County Community Plan and implementing regulations were adopted by Pierce County on December 6, 2005. Mid-County is centrally located in Pierce County and is unique in having both urban and rural areas. The plan area is approximately 23 square miles in size and encompasses almost 14,652 acres. Several small communities are included in the plan area, including Summit-Waller, North Clover Creek Collins, and Summit View.

The majority of the Mid-County plan area is rural, so growth has not been as rapid as in neighboring urban areas, however being surrounded by growing urban communities has led to impacts from growth, such as traffic. The community plan provides residents, property owners, business people, and Pierce County government with a detailed sense of how the community wants Mid-County to develop in the future.
