Pierce County Neighborhood Emergency Teams (PC-NET) is a neighborhood-oriented approach to emergency preparedness and homeland security. It is based on the belief that a cooperative effort between a county and its citizens is the only sure way to protect a neighborhood and to prepare for a major disaster.

Major disasters stretch county resources to their limits. It is estimated that regular emergency services will be unable to respond to most calls during the first 72 hours following a major disaster, such as a severe earthquake. Recent events have also taught us that individuals are the first lines of defense when it comes to our nation?s homeland security. It?s time to get to know our neighbors and make our hometowns secure.
If individuals and their neighborhoods are prepared to mutually assist each other, lives can be saved, property can be spared, and emergency services can be freed to respond to the most devastated areas. This will be accomplished by organizing block groups into a variety of disaster response teams, each of which has a simple one-page list that clearly outlines necessary tasks. No special skills or equipment are required to participate ? and only a minimal time commitment is needed.

PC-NET goes beyond conventional community preparedness and crime prevention efforts of simply raising awareness ? PC-NET means taking action. People and neighborhoods that are prepared will know what to expect during times of disaster, what to do, and how to come together in an organized, timely response.

Sequence of Events
Overview Overview of Program:
  • We learn about the PC-NET program.
  • We learn about the sequence of events and how the program works.
  • We learn about the commitment of time it takes.
  • We learn about the function of each team and skills involved in being a team member.
Team Formation Team Formation:
  • We learn about the disaster threats of this area.
  • We learn basic home preparedness activities.
  • We organize into six disaster response teams.
Crime Prevention NAT Crime Prevention:
  • We learn about homeland security concerns.
  • Neighbors establish their own crime prevention priorities.
Tabletop Exercise Table-top Exercise:
  • We review the recommended sequence of disaster response.
  • We discuss how each team contributes to this response.
  • We establish locations for the block response site, first aid station and care center.
  • We determine the location of the neighborhood supply kit.
Walk-about Exercise Walk-about Exercise:
  • We demonstrate the recommended sequence of an effective response.
  • We create a disaster scenario in the neighborhood, and actually 'walk about,' determining what each team will do to respond to the events at each site.
  • We deal with the key issue of 'what do we do if some members of a team are not home or have been hurt?
  • We check the neighborhood gas meters.
Response 101 Response 101:
  • We review lessons learned in events 1-5.
  • We practice emergency response steps in preparation for the functional drill.
  • We learn how OK/Help cards facilitate a timely response.
Functional Drill Functional Drill:
  • We practice the recommended sequence.
  • We simulate an earthquake, using mystery envelopes--you won't know what has happened to your neighbors until you go around and check on them.
