Pierce County is supporting community-generated solutions to issues faced by community members in the Clear Creek watershed. Pierce County is conducting a facilitated process in which the community works together to create solutions that will achieve results desired by the people who live and work there. The county selected a consultant who held stakeholder interviews. These interviews were conducted to help the team prepare for a planning workshop in early 2019 and better understand landowners' and other interested parties' motivations, values and concerns to facilitate a community-driven solution.

The strategy plan is developed to provide a long-range vision for a community or program. They are like road maps - helping chart a course between the present and an intended destination. The plan is flexible with living guidelines and policies and able to adjust and adapt.
The strategy plan builds on and supplements the existing work on the Clear Creek Flooding Project. The strategy plan develops the vision and framework that will guide the prioritization of farm, fish and floodplain elements in the area.
The strategy plan will include:
- Vision and goals for the project
- Purpose and need - including a needs assessment for farm, fish and floodplain
- Planning context with related planning efforts in the area
- Baseline and assessment of opportunities and constraints
- Stakeholder input and needs and stakeholder communication plan
- Decision making process and issue resolution process
- Implementation strategies and action plans for projects, studies and processes such as schedule and funding strategies
Extensive stakeholder engagement and technical working groups are already in place to determine current circumstances. These efforts are led by Pierce County and Floodplains for the Future.
Planning staff will check in often with a committee of key community members, leaders and professionals that advise the strategy plan and the Clear Creek Flooding Project.
The county will also seek input on the plan at future open houses. These will also help inform the public and the Clear Creek community.
